How NASA gets Money to Spend on Space Exploration

In fiscal year 2022, the National Aeronautics and Space Administration (NASA) had $24 Billion distributed among its 1 sub-components. Agencies spend available budgetary resources by making financial promises called obligations.

According to CNBC, NASA's work in fiscal year 2021 generated an economic output of over $71 billion. This is all money paid to outside sources that 'assist' with NASA Space Exploration. Money acquired through Congress which is extracted from our Federal Reserve. Economic output is money paid to their employees which is spent the economy.
If they are pushing a big lie on society, why pay these employees anything to begin with?

NASA also subcontracts work to other Private Space Agencies such as Space X which is run by Elon Musk. These private organizations are being granted money by NASA direct from U.S. federal tax reserves.
